I had an interesting discussion with a couple of guys at the recently help Techzim Surge (ZOL Startup Challenge) yesterday, and it was leading towards the notion that Harare is the central hub of tech (in fact everything) in Zimbabwe.

I vainly tried to dispute this but the facts on the ground didn't help me much.

Is Harare the technology capital of Zimbabwe? Have the other towns and cities at least put a "foot in the door", so to say, to justify any recognition? Can Harare to referred to our version of Silicon Valley?

I know there are talks of Bulawayo being "resuscitated", wouldn't it be great if the government could give tax benefits (either in the form of a zero tax rate or even rebates) to businesses that are doing technology and are based in Bulawayo?
