Is my laptop LCD Display damaged?

My laptop screen has white lines that is exactly parallel and translucent all over the screen and the screen flickers (this happened after i restarted my laptop)

if you did not drop it then it might be a driver conflict. Try booting into safe mode. When does the problem actualy start does it happen as soon as power button is pressed or it happens when windows is loaded.
