Can someone with no programming experience or funding develop mobile apps?

I dont have any experience in programming and my funding are so poor, but would love to develop a mobile app that would one day be sold on market, can this dream be fulfilled or its really impossible.if yes , whats required for me to start developing the app.

Learn the use of different dev tools & their simulators
Acquire the knowledge of the programming language & platform of your choice
Have the knowledge of the market.
Have a good focused mind and what you will want is what you will get.

just learn your desired programming language and make easy apps. As for funding if your app is great it will fund it self.
