You need to first of all establish the platform for your short code. For example if you are using sybase 365 or sybase mobiliser. The platform integrates with the mobile networks USSD platform/switch.

Basically get your platform, money for the operator to agree and sign an MoU. they will assign a USSD code if they agree and there you go.
