My friend is using a laptop at night. The default 0% brightness is too bright for his eyes at night. There is an app called screen filter for smartphones. Does this app work on laptops or are there any similar apps or software laptops?

0% brightness shouldn't be too bright to the persons eye, since its already 0

try adjusting contrast as well, that might help. that smartphone app might not be compatible with laptops.

look no further than F.lux

If u can avoid working in the dark,do so.Not good for eyes. I have a bad experience with that. Its easier these days coz of LCD,but CRT monitors were intense and radiated a bit more than just harmless light.
In the rare emergency F.lux doesn't disappoint me
