am not sure about ussd apps/developers, but one thing you have to know is that ussd applications are a bit difficult because one will need access to operator (econet/telecel) equipment --ussd gateway....so many operators tend to have inhouse developers who develop such apps ...but there are many android developers out there .....myself one of them, for proffesionals maybe check c2 media or afrosoft....
