of cellphones and memory card storage

Question

i was just thinking of upgrading my external storage on my phone and i happened to come across an  affordable 64GB card, but then my phone's spec-sheet says that it supports up to 32GB cards. Now my Question is "Is the memory support on a particular device Hardware or Software dependent??".

Will i be able to use a 64GB card on my phone given that it has been rooted and upgraded to the current Android version???

some phones eg. Experia Z says 32gb max but it works with 64gb micro sd..but some phones dont work with 64gb. It all depends on the phone model.

it all depends on the phone model, i agree but what exactly is it that determines the compatibility on that particular phone? is it software or hardware??
