The CCZ doesn't enforce anything. They can arbitrate consumer complaints, but don't enforce or sanction anybody - they don't have that power. I believe they can act on the complainants behalf, but within the framework of the relevant existing laws. Potraz is the regulator and enforcer, but they likely wont deal with individual or isolated complaints. Only id something becomes widespread and affects a lot of users - then they act. But for the most part they just deal with regulations, pricing and licensing.
