Who is or knows a good developer for plugin compatible custom word press themes. hw much does it cost?

I want  a customized word press theme whose general outline and structure I have in drawing but I have elementary HTML and CSS knowledge, (extremely!!) and cant therefore develop the theme from paper. Who can I tok to about this, and how much are the going rates charged by Zimbabwean developers??

Have you checked freelance websites on the internet. may be a good starting point so you can compare to anyone locally once you get a quote. I personally don't know anyone you can trust with timelines and not disappearing
