n immediately crushing in 8.1?

Question

I am running windows 8.1 and suddenly all metro apps are no longer opening. Even the PC settings isnt opening. Which means i can not refresh the machine. Is there any commands i can run to fix the problem without having to use an installation disk which i dont have at the moment?

CHKDSK/F
SCANDISK
Run the commands as administrator

ran the CHKDSK/F command but the problem has not been fixed. still cant use the metro apps.

yah when i search for "refresh" on the start menu it says "this application does not support the contract specified or is not installed"
