Where can i get mock data( specically mobile network subscriber data ) for my neural network......??

I do not think its data you are going to get on open internet. I think data you are looking for is based on some sort of databases like mongodb mysql etc. Leaked databases is your best bet bt you have to be aware of the legality of such data.

But for the network part of it, your can use traffic generator and emulators like gns3 to build it. Cheout this whitepaper:
