google dont do pop-up adds on there service at all so the best you will get is text ads

popup adds are pretty 20th century now - pretty much all internet browsers have pop-up blockers enabled by default which limits the effectiveness of popup ads and in my personal opinion i find them intrusive and annoying at the best of times - a well designed and well placed banner ad is much much more effective
