what is the best open source hotspot billing/management solution?

Question

i'm looking into setting up a hotspot at home shared to six or less neighbors who will be paying a flat fee monthly. Can anyone please recommend a solution to my problem. Preferably linux based.

I have a desktop with two network cards, one for internet , the other one for LAN and and Access Point.
