1)which MNO are you on..i.e your mobile service provider? and do u have the correct internet settings for your phone?
2) can u access the net from your local phone browser??

if it is working only via wifi then i suspect that your mobile internet settings are the issue here. Suppose u have an econet SIM,send a message 'ALL' to 222. These settings as i have noticed work even on a telecel SIM card. Also make sure that in the settings "mobile data' option has been enabled.
