They are the sole country regulator, so yes, they can do whatever they see fit.

They have operational guidelines which must help them make an "informed" decision in accordance with country laws.
Weather they follow those guidelines or not is a matter of gvt through the responsible ministry.

The law "permits" them but it's most likely unconstitutional. In any case an agrieved party can always take them to court but I am betting the ban period would be over long before the case is even heard in court.
