Are we actually using all these fancy fibre cables?

Im currently using Powertel's mobile broadband and in the day time its freakishly slow and yet at night its back to normal. I thought by now with all this hype of the masses of fibre connections Zim now has to the outside world this problem would have been eradicated or at least improved!

So are these hyped up fibre connections actually being used?...A country as small as this with so many connections should be boasting some of the worlds best speeds I reckon.

lnformation at hand is pointing that there main connection is through Botswana, which is very congested and unreliable.

Have a look at this traceroute:

Even though they claim to be connected through the undersea cable, its not yet fully optimised look at this:
